"Protecting coastal ecosystems from rising sea levels requires a coordinated financial strategy, including public investment and private sector engagement." - COP 28 Oceans & Climate Report & WRI
The Problem
The Recommendation
Financing ocean and coastal resilience projects is challenging due to limited access to capital for long-term initiatives, compounded by the complexity of measuring the economic return on investments in marine conservation.
Private sector funding is often hesitant due to high risk and unclear financial returns.
Governments face budget limitations for addressing plastic pollution, coastal resilience, and sea-level rise.
Public-private partnerships, blue bonds, and sovereign climate resilience funds can support long-term coastal protection projects. Engaging private investors with blended finance models and incentivizing sustainable tourism can also generate funding for ocean conservation efforts.
