  • Financing ocean and coastal resilience projects is challenging due to limited access to capital for long-term initiatives, compounded by the complexity of measuring the economic return on investments in marine conservation. 

  • Private sector funding is often hesitant due to high risk and unclear financial returns. 

  • Governments face budget limitations for addressing plastic pollution, coastal resilience, and sea-level rise.

Public-private partnerships, blue bonds, and sovereign climate resilience funds can support long-term coastal protection projects. Engaging private investors with blended finance models and incentivizing sustainable tourism can also generate funding for ocean conservation efforts.
